History of Conflict and its Impact on Basotho Development

Political instability and conflict has become systematic in Lesotho since independence in The country attained independence under the leadership of Leabua Jonathan of the Basotho National Party (BNP) who became the first Prime Minister. Lesotho has endured disproportionate cycles of conflict and political instability resulting in more than three interventions by the Southern African Development Community (SADC) since Some of the conflicts have resulted in, and from, coups. This includes various forms of coups ranging from the “parliamentary” coup in led by Leabua Jonathan; military coup in ; the “palace” or royal coup in and yet another “parliamentary” coup in under then Prime Minister Ntsu Mokhehle. Therefore, political instability in Lesotho manifests itself at various levels including the military, political parties and even the monarchy[1]. The intermittent phases of political instability have negatively impacted on GDP growth and development as will be demonstrated later in this article.

A military coup deposes the Lesotho Government

On 15 January , General Justin Lekhanya, the Head of the Lesotho Army, ousted Lesotho prime minister Chief Leabua Jonathan in a military coup. Jonathan had been prime minister since and gained executive political control over Lesotho when the king's power was limited in Lekhanya announced that all executive and legislative powers would be returned to King Moshoeshoe II , who would rule through a military council chaired by Lekhanya. South Africa denied playing any part in the coup, but lifted the border blockade that had been imposed against Lesotho in early January Furthermore, 60 members of the African National Congress (ANC) were deported from Lesotho to Zambia after the coup. By February , a power struggle had developed between Lekhanya and King Moshoeshoe II and the king was forced to go into exile in the United Kingdom. His son, Letsie III, was crowned king later the same month, but was seen as a puppet of Lakhanya. In April , Lekhanya was removed from power in a military coup led by Colonel Elias Tutsoane Ramaema. Profile of Chief Joseph Leabua Jonathan

Chief Joseph Leabua Jonathan was born on 30 October in Lesotho. His father was a hereditary chief and the great-grandson of King Moshoeshoe, founder of Basotholand (now Lesotho). Despite being a son of a Chief, which does not seem to have privileged his childhood in any meaningfully way, he grew up in typical working-class conditions.

Jonathan went to school at a Paris Evangelical Missionary Society school at Maoana-masoana in the Leribe district. He converted to Catholicism in and later on in life joined the society of the Sacred Heart of Jesus in the Catholic Church.

He came to South Africa in to work in the gold mines of the Witwatersrand, in Brakpan. Jonathan’s three-year spell in South Africa allowed him to experience first-hand the appalling apartheid conditions and the negative impact they were having on Africans. Chief Joseph Leabua Jonathan () was the first prime minister of independent Lesotho. For 20 years beginning in , until he was ousted in a military coup, Jonathan struggled to maintain a good-neighbor status despite the racial policies of the Republic of South Africa, which completely surrounds his small country.

Leabua Jonathan was born on Oct. 30, , the son of a minor hereditary chief and the great grandson of Moshesh, founder of Basutoland (now Lesotho). A Protestant, Jonathan was educated in the mission school at Leribe. He converted to Catholicism as an adult.

Basutoland, then as now, lies in southern Africa completely surrounded by the Republic of South Africa. Until the early s, South Africa was governed by the racist policy of apartheid, or strict and total separation of the races. As such, South African policies had a major impact upon Basutoland. In , Jonathan followed the traditional young Basuto's economic path by going to work in the gold mines of South Africa's Rand.
