Luck has played a big role in the career of Jean-Eric Paquet, the European Union’s ambassador to Japan. He was well prepared for the yearlong competition that resulted in him being selected to join the European Commission in However, Paquet said he was very lucky to have been one of only 80 chosen out of 25, applicants.
“Lucky also because I then had indeed the opportunity for 30 years to work across many policy areas and in many different places as well. So my career spans across EU policies and diplomacy,” Paquet said.
But even to those not au fait with the workings of the union of 27 countries, which have a combined population of million, it is clear that it takes more than luck to sustain a career in international administration. It could be, as Paquet explained, that his path was set out in his lineage — that his background so reflects the EU’s founding ideals, there was no other way.
The EU’s foundations were laid in with the primary goals of maintaining peace and promoting economic growth in member countries. Paquet said the EU is a “peace project,” a mechanism for divergent nations to identify commonalities and work together.

Jean-Eric Paquet has been working as the Director-General for Research and Innovation (DG RTD) since April Mr Paquet started working with the European Commission in and since then has worked in various areas throughout the Commission.
From until he was the Deputy Head of Cabinet of former Commissioner for Research, Philippe Busquin. From until he worked as a Head of Unit within the Directorate-General for Mobility and Transport (DG MOVE) before becoming the Director of DG MOVE’s TEN-T and Smart Transport directorate.
Mr Paquet joined The Directorate-General for Neighbourhood and Enlargement Negotiations (DG Enlargement) in He took over the Directorate in charge of relations with Albania, Bosnia & Herzegovina, Serbia, Kosovo and later added Montenegro and the FYROM to his portfolio.
Before starting his current position as Director-General, Mr Paquet served as one of the three Deputy Secretaries-General of the Juncker Commission and was responsible for Better Regulation and Policy Coordination.

Mr Paquet began his career in the European Commission in in the Directorate-General for Transport, in the International Relations area, and later as assistant to the Transport Director-General, Robert Coleman. In he joined the office of Mr Verheugen (Member of the European Commission in charge of enlargement). In he became the deputy head of office of P. Busquin, member of the European Commission in charge of Research policy. Mr Paquet was EU Ambassador in the Islamic Republic of Mauritania between and He returned to transport in where he led the development of the Trans-European Transport Network policy. As Director for the “European Mobility Network” he was responsible for Europe’s transport infrastructure policy and investment strategies, the single European rail area, inland waterways and port policy.

Nomination of EU Ambassador-Designate to Japan
On 6 September , Jean-Eric Paquet, the former Director-General for Research and Innovation and a former Deputy Secretary-General () at the European Commission, submitted a copy of his credentials to Mr Takeo Mori, Japan’s Vice-Minister for Foreign Affairs, thereby allowing him to take up his duties as Ambassador-Designate of the European Union to Japan.
EU High Representative for Foreign Affairs and Security Policy Josep Borrell nominated Mr Paquet for the post on 8 June
Ambassador-Designate Paquet said: “Earlier this year, I visited the country to explore how the EU and Japan can boost collaboration in research and innovation further by initiating exploratory negotiations on Japan's possible association to Horizon Europe. Today, I am settling into my new office as Ambassador-Designate in Japan. I look forward collaborating with one of the EU's closest and like-minded partners. This relationship between the EU and Japan is founded on long-standing collaboration, shared values and principles such as democracy, the rule of law, human rights, good governance, multilateralism, as well as free and fair trade.”
